Five Delhi Ministers Face Criminal Cases, Two Are Billionaires

Five out of the seven newly sworn-in ministers in Delhi have declared criminal cases against themselves, according to the Association for Democratic Reforms (ADR). This includes BJP leader Rekha Gupta, who took oath as Delhi’s chief minister today. Among them, Ashish Sood faces serious criminal charges.

The findings are based on the self-worn affidavits the ministers submitted before the 2025 Delhi Assembly Elections.

Financial Disclosures: Two Billionaires in the Cabinet

On the financial front, two ministers—accounting for 29% of the cabinet—are billionaires. Manjinder Singh Sirsa, BJP MLA from Rajouri Garden, has the highest declared assets, amounting to ₹248.85 crore.

The minister with the lowest declared assets is Kapil Mishra from Karawal Nagar, with a net worth of ₹1.06 crore. The average assets of the seven ministers analyzed stand at ₹56.03 crore.

All seven ministers have declared liabilities, with Parvesh Sahib Singh of the New Delhi constituency holding the highest liabilities at ₹74.36 crore.

Educational Background

Six of the seven ministers have educational qualifications at the graduate level or higher, while one minister has completed only the 12th standard.

Rekha Gupta Assumes Office as Delhi CM

BJP MLA Rekha Gupta officially took charge as the 9th chief minister of Delhi at her Secretariat office on Thursday. A first-time MLA from Shalimar Bagh, she was sworn in by Lieutenant Governor VK Saxena at a grand ceremony at Ramlila Maidan.

Her cabinet includes six MLAs: Parvesh Sahib Singh Verma, who defeated former CM Arvind Kejriwal, along with Ashish Sood, Manjinder Singh Sirsa, Ravinder Indraj Singh, Kapil Mishra, and Pankaj Singh.

The oath ceremony was attended by Prime Minister Narendra Modi, top BJP leaders, and NDA allies.

Rekha Gupta becomes Delhi’s fourth woman chief minister, following Sushma Swaraj (BJP), Sheila Dikshit (Congress), and Atishi (AAP).
